| Summary, etc. | This special issue contains a collection of the best papers from the International Conference on Digital Policy and Management 2013, which was held in Jeju Island, Korea from October 24th to 26th, 2013. The main goal of the International Conference on Digital Policy and Management is to bring together researchers from academia along with professionals from different industries to share algorithms, solutions, architectures, as well as their experiences. As such, we believe that this conference is one of the most comprehensive in solving problems in knowledge based intelligent systems as well as providing information technology.Recently, with IT convergence equipment spread, more and more intelligent systems are being used in many fields and Knowledge-based projects are underway in various convergence fields such as u-city, u-port, u-work, u-design, u-health, u-traffic, etc. based on it. Intelligent systems express convergence environment that is able to provide knowledge-based services using appliances, simulations, and sensors based networks. Also, it reveals an environment that can provide safe and personalized services any time any place and can be controlled using a monitoring server. These services include controls of home appliances, mobile devices, platforms, etc. Also, controls of internal environments, which include temperature, humidity, luminance, and ventilation, using sensors are included in these services. Knowledge based intelligent systems have advanced to a support function in airports, offices, schools, apartments, and other areas for various personal and social situations. For providing intelligent services, a middleware technology, ontology, social network, knowledge base, data mining, cloud computing, big data, context recognition, pattern analysis, and intelligent systems are required.
